Karandeep Singh Sraon was appointed Director of the VA Loma Linda Healthcare System on March 18, 2019. Mr. Sraon will oversee the delivery of health care to more than 105,338 Veterans and a budget of $677 million.

Mr. Sraon joined the VA in 2004 and has a track record of progressive professional development and career growth spanning field management experience, operations support, and program management.

Mr. Sraon served as Deputy Medical Center Director at the Michael E. DeBakey VA Medical Center in Houston, Texas, since May 2016. Prior to his appointment in Houston, Mr. Sraon was the Assistant Director of the Edward Hines Jr. VA Hospital in Illinois. Throughout his career, he has embraced leadership opportunities outside of his assigned roles, having previously served as the Acting Associate Director of Hines VA Hospital as well as the Acting Assistant Director at the Jesse Brown VA Medical Center and Acting Director of the Aleda E. Lutz VA Medical Center in Saginaw, Michigan.

In addition to his field-based experience, he has gained operational knowledge at high levels of the Department of Veterans Affairs. In VA Great Lakes Health Care Network, he served as the Business Implementation Manager, and in VA Central Office in Washington, DC, he was a Health Systems Specialist in the VHA Office of the Deputy Under Secretary for Health for Operations and Management.

Mr. Sraon graduated with a medical degree from Dayanand Medical College in Ludhiana, Punjab, India, and is a non-practicing physician who transitioned to a career in healthcare administration by earning a Master of Business Administration in Healthcare and Marketing from Loyola University Chicago Graduate School of Business. He is a graduate of the Health Care Leadership Development Program, Leadership VA, and the Senior Executive Service Candidate Development Program. Mr. Sraon is a board-certified healthcare executive and fellow of the ACHE.

AD for Administration

In December 2006, Mr. Shane M. Elliott was appointed as the Associate Director for Administration of the VA Loma Linda Health Care System (VALLHCS). Mr. Elliott served as the Acting Medical Center Director from October 1, 2012 to May 31, 2013 and from October 1-November 30, 2014.

Mr. Elliott is a native of New York and received a Bachelor’s of Science Degree in Respiratory Therapy from Loma Linda University, and completed his Master’s in Business Administration from the University of Redlands. He joined the VA in 1990 and prior to being appointed to Associate Director he held several positions within the VA. During Mr. Elliott’s career with the Department of Veterans Affairs he has held various clinical and administrative positions with increasing responsibility. Mr. Elliott is a member of the San Gorgonio Search and Rescue Team, a volunteer organization that rescues lost hikers in the San Gorgonio wilderness.

Acting Chief of Staff

Dr. John Tacheff is a US Navy Veteran who comes to the VA Loma Linda with 34 years of Clinical and Managerial experience. He is a native Californian who grew up in the Southern California area. He received his Bachelor’s Degree in Biology and Minor Degree’s in Marketing and Business Management from Chaminade University of Honolulu. He received his Doctor of Dental Surgery from the University of the Pacific School of Dentistry. For 25 years, Dr. Tacheff owned and operated two very successful Dental practices in northern California. While in practice, Dr. Tacheff taught at the University of the Pacific School of Dentistry’s AEGD clinic where he was awarded the Advanced Education in General Dentistry Faculty Award for Teaching Excellence. For the next five years he worked for the Department of Defense for the US Army at Fort Riley Kansas. He was the first civilian to run clinic operations for the US Army and the position of Chief Department of Dentistry was created. Dr. Tacheff was awarded The Commander’s Award for Civilian Service, Commanders Coin of Excellence Fort Riley Dental Activity, US Army Dental Command Award for Excellence, Western Regional Dental Command Award for Excellence and Outstanding Performance, US Army Garrison Fort Riley Award for Excellence, Fort Riley Mobilization Deployment Brigade Award for Excellence, and the Task Force 4-1 Dragons Operation Enduring Freedom XIII award for Excellence. Dr. Tacheff laterally transferred to the VA in 2014 where he joined the Dental Service at the VA Loma Linda Healthcare System first as a Dentist and later as the Dental Service Chief. In February of 2018 he was asked to serve as the Acting Chief of Staff and is currently to date performing that position.

Interim Associate Director of Patient Care & Nursing Services/Chief Nursing Officer

Dr. Carney brings 30+ years of health care service in the private, public, State, Tribal & Federal sectors. Dr. Carney’s experience is in Med/Surg, OB/GYN, Onc, Surgery, Pain Mgmt, Research, Outpt Surgery, Primary & Amb Care, DM type 2, Geriatrics, Long Term Acute Care & Women’s Health. Received her undergraduate degrees at Loma Linda University (LLU), MSN degree & FNP certificate at CSU, Long Beach, DNP degree at Chatham University, MBA degree at University of Phoenix & a Fellow from the American College of Healthcare Exe. After graduating from LLU, she spent one year at the VA Loma Linda (VALL), in 1990, as a Surgical RN Intern. Prior to returning to VALL in 2016, as the Dir of Comp & Pen, Dr. Carney was the designated Women’s Health PCP/Women’s Health Medical Director, 2010/2016, at the Veterans Healthcare System, Fayetteville, Ar. As VALL’s Chief of Community Care, she was responsible for consolidating the Community Care programs & implementation of the Mission Act. She served, as President-Elect for the CA Assoc. of NPs, Coachella Valley Chapter & has held various VA, national, local & state positions. Dr. Carney has published, developed & presented evidence based practice methodologies & was an Advisory Committee Member for the revision of the ANA Code of Ethics for Nursing Interpretive Statements. Having a father, who served in the Navy & husband, who earned a Purple Heart & a Bronze Star, serving in the Air Force, Dr. Carney is committed to caring for Veterans.

Assistant Director

Ms. Asher joined the management team at VA Loma Linda Healthcare System in June 2011. Ms. Asher received her Bachelors and Masters degrees in Biomedical Engineering from Wright State University in Dayton, Ohio. She continued her studies earning a Master’s in Health Services Administration and MBA from Xavier University in Cincinnati, Ohio. Ms. Asher joined the VA in 2004, starting her VA career at the Cincinnati VA Medical Center, in Cincinnati Ohio. She has also held positions at the VA Pittsburgh Healthcare System and served a detail as the Assistant Director at the Louis Stokes VA Medical Center in Cleveland, Ohio. She is a certified clinical engineer and a Fellow of the American College of Healthcare Executives (FACHE). From October 1, 2012 to May 31, 2013, Ms. Asher served as the VA Loma Linda Healthcare System Acting Associate Director for Administration. She also assumed the role as Acting Associate Director for Administration from October 1 - November 30, 2014.
