Karandeep Singh Sraon was appointed Director of the VA Loma Linda Healthcare System on March 18, 2019. Mr. Sraon will oversee the delivery of health care to more than 105,338 Veterans and a budget of $677 million. Mr. Sraon joined the VA in 2004 and has a track record of progressive professional development and career growth spanning field management experience, operations support, and program management. Mr. Sraon served as Deputy Medical Center Director at the Michael E. DeBakey VA Medical Center in Houston, Texas, since May 2016. Prior to his appointment in Houston, Mr. Sraon was the Assistant Director of the Edward Hines Jr. VA Hospital in Illinois. Throughout his career, he has embraced leadership opportunities outside of his assigned roles, having previously served as the Acting Associate Director of Hines VA Hospital as well as the Acting Assistant Director at the Jesse Brown VA Medical Center and Acting Director of the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. In addition to his field-based experience, he has gained operational knowledge at high levels of the Department of Veterans Affairs. In VA Great Lakes Health Care Network, he served as the Business Implementation Manager, and in VA Central Office in Washington, DC, he was a Health Systems Specialist in the VHA Office of the Deputy Under Secretary for Health for Operations and Management. Mr. Sraon graduated with a medical degree from Dayanand Medical College in Ludhiana, Punjab, India, and is a non-practicing physician who transitioned to a career in healthcare administration by earning a Master of Business Administration in Healthcare and Marketing from Loyola University Chicago Graduate School of Business. He is a graduate of the Health Care Leadership Development Program, Leadership VA, and the Senior Executive Service Candidate Development Program. Mr. Sraon is a board-certified healthcare executive and fellow of the ACHE.

Associate Director for Operations

Deesha K. Brown, JD, MSHA is appointed as the Associated Director for Operations of the VA Loma Linda Healthcare System (VALLHCS) effective October 13, 2019. In this capacity, she is charged with the overall administration of Veterans Experience, Health Administration, Nutrition and Food Service, Pharmacy, Public Affairs, Voluntary, Privacy, Prosthetics and Canteen. Ms. Brown’s extensive experience in both the private and public sector spanning municipal and federal government, legal compliance and review, and private healthcare consulting. Most recently Ms. Brown served as a Senior Manager at Atlas Research providing subject matter expertise on a variety of healthcare management consulting initiatives to include program/project management support and providing assurance on the effectiveness of governance, risk management, compliance, and internal controls. Prior to joining Atlas, Ms. Brown led the District of Columbia Courts System Inventory Management and Control Project where she managed all phases of the system’s life cycle, including requirements analysis, system design, change management, user interface and user experience. Additionally, Ms. Brown’s experience spans the spectrum of VA both at the local and national level. From 2010-2016, Ms. Brown served as Executive Officer and principal advisor to the Deputy Under Secretary for Health for Operations and Management (DUSHOM) with direct oversight for VHA’s 21 Veterans Integrated Service Networks (VISNs), 152 medical facilities and 800+ Community Based Outpatient Clinics. She had delegated authority to act on behalf of the DUSHOM on all day-day operational matters, as well as, signatory authority to commit resources for program initiatives within the scope and purview of the DUSHOM’s organizational alignment. Ms. Brown has also served as the Interim Associate Director at the Overton Brooks VA Medical Center in Shreveport, LA. She was also instrumental in co-leading the national VA Secretary MyVA initiative under the Support Services Excellence work stream for Security & Preparedness. This initiative was aimed at integrating and improving VA’s police, emergency preparedness, physical security and personnel security programs across VA’s three administrations: Veterans Health Administration, Veterans Benefits Administration and the National Cemetery Administration. She joined the Department of Veterans Affairs in 2004 as an Administrative Resident at the Birmingham VA Medical Center. During this time, she served as a Staff Assistant to the Medical Center Director in which her duties included serving as the principle advisor on all Compliance & Business Integrity related matters and managing the Controlled Substance Program; in addition to leading multiple special projects in the areas of Risk Management, Strategic Planning, Contracting and Systems Redesign. She has also worked in VHA’s Chief Business Office where she was responsible for providing program support on national initiatives and projects related to VHA’s third party revenue collection program with the National Payer Relations Office. Prior to joining the Department of Veterans Affairs, Ms. Brown worked in the private sector as an Associate Attorney with the firm Barrett, Burke, Wilson, Castle, Daffin & Frappier which serves as in-house counsel for several clients in the mortgage banking industry. She also served in the public sector as an Assistant City Attorney for the City of Dallas where she began as a Municipal Prosecutor and then served in the Zoning and Land Use Division working closely with the Dallas City Council and Planning Commission. Ms. Brown is a native of Jackson, Mississippi and received a Bachelor of Science Degree from Tougaloo College, Juris Doctorate from South Texas College of Law and a Master of Science in Healthcare Administration from the University of Alabama at Birmingham. Ms. Brown was licensed by the State Bar of Texas and is a member of the American College of Healthcare Executives. She is a graduate of the 2007 VHA Network Executive Healthcare Leadership Institute; 2011 graduate of the VHA Executive Career Field Program; 2012 graduate of the Interagency Institute for Federal Health Care Executives; 2015 Leadership VA Alumni and 2016 Federal Executive Institute Alumni.

Associate Director for Resources

In December 2006, Mr. Shane M. Elliott was appointed as the Associate Director for Resources of the VA Loma Linda Healthcare System (VALLHCS). Mr. Elliott served as the Acting Medical Center Director from October 1, 2012 to May 31, 2013 and from October 1-November 30, 2014. Mr. Elliott is a native of New York and received a Bachelor’s of Science Degree in Respiratory Therapy from Loma Linda University, and completed his Master’s in Business Administration from the University of Redlands. He joined the VA in 1990 and prior to being appointed to Associate Director he held several positions within the VA. During Mr. Elliott’s career with the Department of Veterans Affairs he has held various clinical and administrative positions with increasing responsibility. Mr. Elliott is a member of the San Gorgonio Search and Rescue Team, a volunteer organization that rescues lost hikers in the San Gorgonio wilderness.

Dr. José Acosta is appointed as the Chief of Staff of the VA Loma Linda Healthcare System (VALLHCS) effective February 2, 2020. Serving as the Chief Medical Officer, he has overall accountability for clinical, educational, and research activities of the healthcare system to meet the needs and expectations of the over 76,000 unique Veterans served by VA Loma Linda. Dr. Acosta is a physician executive and retired Naval officer. During his 35-year career in medicine and military leadership, he has successfully led three large military hospitals, surgical teams in the Middle East and the medical contingent of Pacific Fleet of the US Navy. He has distinguished himself as a dynamic and compassionate teacher and leader. Acosta is a Fellow of the American College of Healthcare Executives and the American College of Surgeons. During his academic career, he has authored 40+ peer-reviewed medical articles and book chapters. Acosta is board-certified in General Surgery and Surgical Critical Care. He has received numerous awards including Legion of Merit (five awards), Meritorious Service Medal (two awards), Veterans Affairs Commendation and two academic teaching awards.

Associate Director for Patient Care Services

Jane McCarthy is appointed as the Associate Director for Patient Care Services of the VA Loma Linda Healthcare System (VALLHCS) effective September 29, 2019. Serving as the Chief Nursing Executive, she has overall accountability for providing leadership, direction, and administration of day-to-day operations associated with direct patient care activities and clinical education and development, including continuous improvement of nursing services and staff to meet the needs and expectations of th3 over 76,000 unique Veterans served by VA Loma Linda. Jane McCarthy joins the Loma Linda team from the Greater Los Angeles (GLA) Healthcare System where she was serving as the Acting Deputy Nurse Executive and Chief Nurse of the Perioperative and Infection Control Services. She has also served as the Acting Associate Director Patient Care Services (ADPCS) at GLA VA. Ms. McCarthy obtained her Undergraduate and Graduate Nursing Degrees from the University of Wisconsin in Madison. She began her Nursing Career in critical care and worked as a traveling ICU nurse throughout the country. She held positions at Marquette University and UW-Madison School of Nursing as a Clinical Assistant Professor for many years. Ms. McCarthy began her Veterans Health Administration career in 2010 as Nurse Manager of SICU, CCU and the ICU at the William S. Middleton Memorial Veterans Hospital in Madison, Wisconsin. She was deployed to Puerto Rico in September of 2017 as part of the Disaster Emergency Medical Personnel System (DEMPS) program, relieving critical care RN’s at the San Juan VA Medical Center after the Hurricane Maria disaster. In her free time, Ms. McCarthy enjoys traveling and spending quality time with her three children. Furthermore, she feels privileged to serve and work with our Nations Hero’s in reinforcing VA Core Values of integrity, commitment, advocacy, respect, and excellence (ICARE).

Ryan Mancari is appointed as the Assistant Director of the VA Loma Linda Healthcare System (VALLHCS) effective September 29, 2019. In this capacity, he is charged with the overall administration of Group Practice Management, Systems Redesign and Data Analytics, SAIL Coordination, Facility Planning, Community Based Outpatient Clinics, and the Ambulatory Care Center. Prior to joining VALLHCS, Mr. Mancari was the Group Practice Manager at the Washington DC VA Medical Center. While in this role he focused on improving access to care for Veterans, implementing new scheduling practices and directing the development of innovative tools to make providing care easier. In addition, Mr. Mancari was a Health System Specialist in VA Central Office, in the Office of the VHA Chief of Staff and the Office of Primary Care Services where he was able to lead workgroups that resulted in changes to policy and procedure at a national level. Mr. Mancari started his career in 2011 as an Administrative Fellow in the Graduate Healthcare Administration Training Program at the South Texas Veterans Health Care System where he found a passion for Systems Redesign and Data Analytics. Mr. Mancari is a native of Upstate New York where he earned a BS in Psychobiology from Binghamton University in 2008 and a MBA in Healthcare Administration from Union Graduate College in 2011.

Acting Deputy Chief of Staff

Michael Eby joins the leadership team at VA Loma Linda Healthcare System as Acting Deputy Chief of Staff. Dr. Eby first joined the Loma Linda VA in 2005 and helped to start the Surgery Critical Care program upon completion of his Critical Care Fellowship at Columbia Presbyterian Medical Center in NY. Prior to that, he took a residency in Obstetrics and Gynecology and worked as an attending Ob/Gyn at Loma Linda University Medical Center. Dr. Eby served as Section Chief, Surgery Critical Care at VALLHCS from 2005-2012 and as Section Chief, Gynecologic Surgery from 2007-2012. During that time, he was able to grow the SICU program to support the needs of the various surgical teams serving our Veterans at VALLHCS. He has been working towards a 24/7 in-house intensivist model. This model provides for a critical, expert rescuer to be available on-site and supports all services, not just surgery. In addition to his clinical work at VALLHCS, Dr. Eby has been integrally involved with the quality improvement efforts which have taken place since January of 2018. During this time, he has mentored residents and junior faculty members and recruited talented critical care specialists to support the ongoing clinical improvements. Dr. Eby has a passion for communication, team-building and teaching and has an allergy to stovepipe chains of command. He is also actively involved in the community as a reserve police officer, a volunteer with an aviation medical unit and teaches tactical medicine to first responders. In addition, he has extensive experience in pre-hospital and urgent care medicine and will use this experience to optimize the care of our more rural patients. Dr. Eby chooses VA because he is grateful for the service of our veterans and wants to give back to those who have given so much for our country and our freedom.

Deputy Nurse Executive

Ms. Baumgarten joined the VA Loma Linda Healthcare System (VALLHCS) leadership team in November of 2015 as the Deputy Nurse Executive. She brings greater than 30 years of nursing and leadership experience to Loma Linda. Her background includes private, public and now federal healthcare experience in multiple clinical areas, all served in the Inland Empire. Ms. Baumgarten holds MSN and BSN degrees from the University of Phoenix and an ASN from Riverside Community College. Ms. Baumgarten is proud to have been recognized by State Senator Benoit in 2010 and 2014 as a Notable Nurse for Riverside County. She was also recognized for 2 awards from the California Association of Public Hospitals “Management Excellence for Rapid Medical Evaluation (RME)” and California Emergency Physician’s “Performance Improvement Award” and additionally, an award in October 2006 California Association of Counties “Challenge Award” for RME processes established. Riverside Community College recognized Ms. Baumgarten as a noted Alumni for Nursing Leadership. In addition to holding management roles for the last 20+ years of her career, Ms. Baumgarten also served as Adjunct Faculty for Riverside Community College and as Adjunct Professor at California Baptist University helping to establish the RN to BSN program mentoring the next generation of nursing leaders! Ms. Baumgarten’s leadership experiences provided the pathway to her current position, along with the opportunity to lead the great Loma Linda VA nursing staff to provide the best possible care to our nation’s Veterans, which was the key component of her decision to come to Loma Linda VA. Her father served in WWII, her Father in law served in the Korean War and many cousins served in Vietnam.
