Karandeep Singh Sraon was appointed Director of the VA Loma Linda Healthcare System on March 18, 2019. Mr. Sraon will oversee the delivery of health care to more than 105,338 Veterans and a budget of $677 million. Mr. Sraon joined the VA in 2004 and has a track record of progressive professional development and career growth spanning field management experience, operations support, and program management. Mr. Sraon served as Deputy Medical Center Director at the Michael E. DeBakey VA Medical Center in Houston, Texas, since May 2016. Prior to his appointment in Houston, Mr. Sraon was the Assistant Director of the Edward Hines Jr. VA Hospital in Illinois. Throughout his career, he has embraced leadership opportunities outside of his assigned roles, having previously served as the Acting Associate Director of Hines VA Hospital as well as the Acting Assistant Director at the Jesse Brown VA Medical Center and Acting Director of the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. In addition to his field-based experience, he has gained operational knowledge at high levels of the Department of Veterans Affairs. In VA Great Lakes Health Care Network, he served as the Business Implementation Manager, and in VA Central Office in Washington, DC, he was a Health Systems Specialist in the VHA Office of the Deputy Under Secretary for Health for Operations and Management. Mr. Sraon graduated with a medical degree from Dayanand Medical College in Ludhiana, Punjab, India, and is a non-practicing physician who transitioned to a career in healthcare administration by earning a Master of Business Administration in Healthcare and Marketing from Loyola University Chicago Graduate School of Business. He is a graduate of the Health Care Leadership Development Program, Leadership VA, and the Senior Executive Service Candidate Development Program. Mr. Sraon is a board-certified healthcare executive and fellow of the ACHE.

In December 2006, Mr. Shane M. Elliott was appointed as the Associate Director for Administration of the VA Loma Linda Health Care System (VALLHCS). Mr. Elliott served as the Acting Medical Center Director from October 1, 2012 to May 31, 2013 and from October 1-November 30, 2014. Mr. Elliott is a native of New York and received a Bachelor’s of Science Degree in Respiratory Therapy from Loma Linda University, and completed his Master’s in Business Administration from the University of Redlands. He joined the VA in 1990 and prior to being appointed to Associate Director he held several positions within the VA. During Mr. Elliott’s career with the Department of Veterans Affairs he has held various clinical and administrative positions with increasing responsibility. Mr. Elliott is a member of the San Gorgonio Search and Rescue Team, a volunteer organization that rescues lost hikers in the San Gorgonio wilderness.

Dr. Kevin Nasseri-Noori, currently the Deputy Chief of Staff of the VA Loma Linda Healthcare System (VALLHS), will now serve as the Acting Chief of Staff. With eight years of VALLHS healthcare experience, Dr. Nasseri-Noori brings both clinical and administrative experience to VALLHS. Since 2011, Dr. Nasseri-Noori has advanced into various roles at the VALLHS while advocating for improved quality, safety and value across the facility. Dr. Nasseri-Noori’s first exposure to the VA was at West Los Angeles as a UCR/UCLA medical student. As Anesthesiology Service Chief, Dr. Nasseri-Noori is proud of the teamwork maintained which allowed for the having one of the most efficient operating suite in VISN 22. As the Deputy Chief of Staff, Dr. Nasseri-Noori instituted multidisciplinary teams through the development of both the Avoidable Adverse Events and Inpatient Steering Committees. The work completed through this committee structure improved patient care, optimized the coordination of care through multidisciplinary huddles, decreased avoidable adverse events, and led to the implementation of best practices in numerous settings. Dr. Nasseri-Noori, who grew up in Rancho Cucamonga, California, completed his bachelor’s in Biomedical Science at UC Riverside and perused his medical training at the UCR/UCLA Biomedical Sciences Program. Dr. Nasseri-Noori completed his residency in Anesthesiology at the Loma Linda University Medical Center during which he rotated through the VALLHS and was struck by the passion and educational focus of the staff. Dr. Nasseri-Noori is most proud of his medical mission work in Port-au-Prince, Haiti after the devastating earthquake in January of 2010. Dr. Nasseri-Noori will continue to use his passion for patient care to live the VA’s Mission and serve the men and woman who served our country.

Michael Eby joins the leadership team at VA Loma Linda Healthcare System as Acting Deputy Chief of Staff. Dr. Eby first joined the Loma Linda VA in 2005 and helped to start the Surgery Critical Care program upon completion of his Critical Care Fellowship at Columbia Presbyterian Medical Center in NY. Prior to that, he took a residency in Obstetrics and Gynecology and worked as an attending Ob/Gyn at Loma Linda University Medical Center. Dr. Eby served as Section Chief, Surgery Critical Care at VALLHCS from 2005-2012 and as Section Chief, Gynecologic Surgery from 2007-2012. During that time, he was able to grow the SICU program to support the needs of the various surgical teams serving our Veterans at VALLHCS. He has been working towards a 24/7 in-house intensivist model. This model provides for a critical, expert rescuer to be available on-site and supports all services, not just surgery. In addition to his clinical work at VALLHCS, Dr. Eby has been integrally involved with the quality improvement efforts which have taken place since January of 2018. During this time, he has mentored residents and junior faculty members and recruited talented critical care specialists to support the ongoing clinical improvements. Dr. Eby has a passion for communication, team-building and teaching and has an allergy to stovepipe chains of command. He is also actively involved in the community as a reserve police officer, a volunteer with an aviation medical unit and teaches tactical medicine to first responders. In addition, he has extensive experience in pre-hospital and urgent care medicine and will use this experience to optimize the care of our more rural patients. Dr. Eby chooses VA because he is grateful for the service of our veterans and wants to give back to those who have given so much for our country and our freedom.

Dr. Carney brings 30+ years of health care service in the private, public, State, Tribal & Federal sectors. Dr. Carney’s experience is in Med/Surg, OB/GYN, Onc, Surgery, Pain Mgmt, Research, Outpt Surgery, Primary & Amb Care, DM type 2, Geriatrics, Long Term Acute Care & Women’s Health. Received her undergraduate degrees at Loma Linda University (LLU), MSN degree & FNP certificate at CSU, Long Beach, DNP degree at Chatham University, MBA degree at University of Phoenix & a Fellow from the American College of Healthcare Exe. After graduating from LLU, she spent one year at the VA Loma Linda (VALL), in 1990, as a Surgical RN Intern. Prior to returning to VALL in 2016, as the Dir of Comp & Pen, Dr. Carney was the designated Women’s Health PCP/Women’s Health Medical Director, 2010/2016, at the Veterans Healthcare System, Fayetteville, Ar. As VALL’s Chief of Community Care, she was responsible for consolidating the Community Care programs & implementation of the Mission Act. She served, as President-Elect for the CA Assoc. of NPs, Coachella Valley Chapter & has held various VA, national, local & state positions. Dr. Carney has published, developed & presented evidence based practice methodologies & was an Advisory Committee Member for the revision of the ANA Code of Ethics for Nursing Interpretive Statements. Having a father, who served in the Navy & husband, who earned a Purple Heart & a Bronze Star, serving in the Air Force, Dr. Carney is committed to caring for Veterans.

Ms. Baumgarten joined the VA Loma Linda Healthcare System (VALLHS) leadership team in November of 2015 as the Deputy Nurse Executive. She brings greater than 30 years of nursing and leadership experience to Loma Linda. Her background includes private, public and now federal healthcare experience in multiple clinical areas, all served in the Inland Empire. Ms. Baumgarten holds MSN and BSN degrees from the University of Phoenix and an ASN from Riverside Community College. Ms. Baumgarten is proud to have been recognized by State Senator Benoit in 2010 and 2014 as a Notable Nurse for Riverside County. She was also recognized for 2 awards from the California Association of Public Hospitals “Management Excellence for Rapid Medical Evaluation (RME)” and California Emergency Physician’s “Performance Improvement Award” and additionally, an award in October 2006 California Association of Counties “Challenge Award” for RME processes established. Riverside Community College recognized Ms. Baumgarten as a noted Alumni for Nursing Leadership. In addition to holding management roles for the last 20+ years of her career, Ms. Baumgarten also served as Adjunct Faculty for Riverside Community College and as Adjunct Professor at California Baptist University helping to establish the RN to BSN program mentoring the next generation of nursing leaders! Ms. Baumgarten’s leadership experiences provided the pathway to her current position, along with the opportunity to lead the great Loma Linda VA nursing staff to provide the best possible care to our nation’s Veterans, which was the key component of her decision to come to Loma Linda VA. Her father served in WWII, her Father in law served in the Korean War and many cousins served in Vietnam.

Melissa S. Davies joins VA Loma Linda Healthcare System (VALLHS) as the Acting Assistant Director. With a decade of health care experience, Ms. Davies brings both clinical and administrative experience to VALLHS. Ms. Davies joined VA in 2008, doing direct patient care with the Visual Impairment Services Team and Traumatic Brain Injury Programs at VA Western New York Healthcare System in Buffalo, NY. In September 2010, Ms. Davies joined VA Heartland Network (VISN 15) to stand up their Virtual Medicine Program and served as Program Manager for Palliative Care, Geriatrics & Extended Care, and PACT Transformational Coaching. Ms. Davies served as the National Chair, overseeing the roll out of Secure Messaging across VHA from 2011 – 2013. Ms. Davies next moved to VA Desert Pacific Health Network (VISN 22) working with Mental Health, Compensation & Pension, Homeless, and Patient Centered Care Programs. Ms. Davies in her early VA career focused on clinical support, and jumped to the administrative world in November 2015, joining VA Long Beach Healthcare System (VALBHS) as Health Systems Specialist in the Office of the Associate Director. During that time Ms. Davies harnessed her talents to oversee process improvement projects and programmatic management/development to support the daily and long-term operations of a 1A Medical Center. Ms. Davies, who grow up in Western New York, completed her bachelor’s in history and Women’s Studies from SUNY at Brockport in Brockport, NY in May 2004. After taking two years off to work with children with special needs in the public-school setting, Ms. Davies attended and completed her master’s in social work from the University of Buffalo (UB) in Buffalo, NY. Ms. Davies continues her development through participation in Toastmasters International, becoming a certified VHA mentor, and completion of VHA’s Healthcare Leadership Develop Program (HCLDP) in 2018.
